Never heard that Niznny Novgorod is called "the third capital". How many capitals are there in Russia, I wonder? I`m sure there are many sites and forums dedicated to NN and the region. Leave messages on forums and you`ll definitely find people you need.

NN is always called as the third capital because of the third population in the european part of Russia.
